Creating a StudentAid.gov Account
Every contributor—anyone required to provide information on the FAFSA (you, your spouse, a biological or adoptive parent, or your parent's spouse)—must have a StudentAid.gov account to access and complete their section of the online form. We recommend creating these accounts before starting your FAFSA.
When creating your account, enter your name and Social Security number (SSN) exactly as they appear on your Social Security card. You and your contributors will use your usernames and passwords to log in.
Note: Parents and spouses without an SSN can still create a StudentAid.gov account to complete their portion of the FAFSA online.
To start the FAFSA, select “Start New Form.” You’ll be taken to the Log In page to enter your username and password. After logging in, choose your role: Student or Parent. Students should select Student. Parents completing a dependent child’s FAFSA should select Parent.

General Eligibility Requirements
Students must have a standard high school diploma or GED.
The student must be enrolled at the College as a degree-seeking or certificate-seeking student in an eligible program of study to receive a financial aid award. Only courses which apply to the student’s degree at the College may be used to determine enrollment status for federal and state aid programs. Courses not part of the program will not be counted toward financial aid.
Students can receive funding from only one school at a time; however, students may be considered under the consortium/transient agreement to have award amounts adjusted if they qualify for dual enrollment. See the campus Office of Financial Aid for details.
Students in default on a federal loan are ineligible for federal and state financial aid.
Finally, as always, eligibility for financial aid depends upon meeting the Standards of Satisfactory Academic Progress (SAP). Please visit the Financial Aid webpage for additional information on SAP and the new changes effective Fall 2021: A graduated GPA has been implemented, and the College will be reviewing SAP status at the end of each payment period. Students must meet SAP to be eligible for financial aid. What is Satisfactory Academic Progress? See SAP policy and video by clicking: https://www.pbsc.edu/financial-aid/sap.php
Students who are registered for remedial courses can only receive financial aid for up to 30 remedial credits. Seek financial aid advisement to determine how remedial courses relate to ensuring Satisfactory Academic Progress and the 150 percent of maximum time frame.
Important Student Responsibilities
Complete all classes for which you are registered each term and/or understand academic policies and dates relating to dropping courses or withdrawals; be responsible for any unpaid charges following the deduction of all financial aid funds, external payments, or similar awards.
What happens if I withdraw from all my classes?
When a student withdraws, or his/her enrollment is otherwise terminated, the College will not only calculate the amount of tuition/fees that will be refunded to the student (if any), but also the amount of federal financial aid (aka “Title IV”) that must be returned to the Federal Student Aid Programs (if any). This process is referred to as “Return of Title IV” (R2T4). The calculation of R2T4 has no relationship to the tuition and fees that the student may be charged by the College. The R2T4 calculation is performed using forms and/or software compliant with the U.S. Department of Education guidelines. Please meet with a Financial Aid advisor before completely withdrawing from all your courses and learn how R2T4 will impact financial aid funding received that may need to be returned and can possibly create a tuition balance owed to the College. Visit the Financial Aid webpage to learn more of R2T4 by clicking: https://www.pbsc.edu/financial-aid/return-to-title-iv.php

Very Important Information:
Financial aid awards are subject to change depending on the student’s enrollment status, faculty verification of participation in Workday, and the time of disbursement. Aid disbursement does not include courses that are not yet in progress. Federal Direct Loan disbursement is based on 6 eligible enrolled credits at a minimum. Beginning July 1, 2026, federal student loans will be disbursed based on a student’s enrollment status. As a result, students may no longer borrow the full annual loan amount unless they are enrolled full‑time. In addition, Federal Pell Grant disbursement is processed based on a student’s eligible coursework as determined by the Enrollment Intensity formula.
The following chart shows how enrollment intensity is calculated for the purposes of federal aid disbursement.

Financial Aid Disbursement
Financial aid awards for students in credit hour programs are disbursed beginning in September for fall, late January for spring, and June for summer. (Please note that disbursement dates are subject to change.) Before aid can be disbursed, faculty must complete the “Verify Participation” process for each course in which a student is enrolled. Disbursements are released once the student has submitted all required information and documentation and meets all eligibility criteria, including the Standards of Satisfactory Academic Progress (SAP). For information regarding disbursements in clock hour programs, please visit:
https://www.pbsc.edu/financial-aid/approved-certificate-programs.php.
Disbursements will continue throughout the academic period for eligible students. If the total amount of aid disbursed for the academic period exceeds the cost of tuition, fees, obligations, and books (if any), the student may receive a financial aid refund after all charges are paid in full, and a credit balance is obtained.
Signing up to receive financial aid refund via direct bank deposit is highly recommended. Students can submit their direct deposit information by selecting the Finances application on their Workday portal homepage, then Set Up Payment Elections.
Enrollment Status
Financial aid awards are subject to change depending on the student’s enrollment status, faculty verification of participation in Workday, and the time of disbursement. Aid disbursement does not include courses that are not yet in progress.
Financial Aid Eligible Coursework
Students are responsible for ensuring that their enrolled coursework complies with their approved program of study. Financial aid disbursement does not include courses that are not applicable to a student's program of study.
Career Certificate Programs
Career Certificate Programs (CCP) or, Clock-Hour Programs, are educational certificate programs that measure student progress based on time spent in class and supervised training, where hands-on learning is the primary method of instruction.
Veteran Services
The College is state approved for veterans training. Veterans and eligible dependents who plan to attend under any of the various veterans’ training laws should go to the College’s webpage, www.pbsc.edu/Admissions, to apply for admission.
Veterans should note that required and/or core courses for some academic programs may be available only at a specified campus. However, the pertinent General Education courses may be taken at any campus. Palm Beach State College is also in compliance with the Section 702 of the Veterans Access, Choice and Accountability Act of 2014 (“Choice Act”). All Honorably Discharged or VA education benefit recipients who physically reside in Florida will be granted a waiver for the out-of-state cost of tuition. Palm Beach State College also offers student veterans priority registration. Please see the Veterans Services webpage for details on the various VA benefits and application instructions, www.pbsc.edu/military-veterans.
In accordance with Title 38 US Code 3679 subsection (e), this school adopts the following additional provisions for any students using U.S. Department of Veterans Affairs (VA) Post 9/11 G.I. Bill® (Ch. 33) or Vocational Rehabilitation & Employment (Ch. 31) benefits, while payment to the institution is pending from the VA. This school will not:
Prevent the student’s enrollment;
Assess a late penalty fee to the student;
Require the student to secure alternative or additional funding;
Deny the student access to any resources (access to classes, libraries, or other institutional facilities) available to other students who have satisfied their tuition and fee bills to the institution.
However, to qualify for this provision, such students may be required to:
Produce the VA Certificate of Eligibility (COE) by the first day of class;
Provide a written request to be certified;
Provide additional information needed to properly certify the enrollment as described in other institutional policies
Military Tuition Assistance (TA) is awarded to a student under the assumption that the student will attend school for the entire period for which the assistance is awarded. When a student withdraws, the student may no longer be eligible for the full amount of TA funds originally awarded. To comply with the Department of Defense (DOD) policy, RCTC will return any unearned TA funds on a prorated basis through at least the 60% portion of the period for which the funds were provided. TA funds are earned proportionally during an enrollment period, with unearned funds returned based upon when a student stops attending.

Important Financial Aid Information
Important Information
- Clock-hour certificate programs are structured around payment periods (the length of time for which financial aid funds are disbursed to the student), rather than academic terms as in credit-hour programs.
- The length of each payment period may vary by program as each has its own unique schedule.
- A payment period ends only when a student successfully completes both the required clock hours and the weeks assigned to that period.
Attendance Requirements
Daily attendance tracking is a federal requirement for clock-hour programs. Attendance and successful grades are essential for consecutive disbursements to occur.
Financial Aid Disbursements
Based on the student’s financial aid eligibility, verified documentation, attendance records, and instructor-confirmed participation, the first disbursement for a clock-hour program typically occurs a few weeks after the cohort begins.
Subsequent disbursements are contingent upon the student successfully completing the clock hours and weeks in the previous payment period.
Satisfactory Academic Progress (SAP)
SAP is evaluated at the end of each payment period. The SAP schedule varies by program because payment period dates differ.
Incomplete or late grades are considered unsuccessful and will negatively impact financial aid eligibility, as reflected in the SAP calculation.
Return of Title IV Funds
Title IV funds (federal financial aid) are awarded under the assumption that the student will attend for the entire period for which assistance is granted.
If a student withdraws or stops attending class for 14 days or more or fails to meet SAP requirements, federal regulations require the institution to perform a Return of Title IV calculation. This determines whether funds should be returned to the federal government or whether the student is eligible to keep some or all the funds already disbursed.
